An analysis of the new legislation was carried out by taking into account legal, social, economic and other prerequisites for the adoption of a regulatory act, the consequences of adopting the regulatory act for the republican and/or local budgets and for individual entrepreneurs and organizations and citizens; taking into account contradictions and gaps in the legislation; outdated and/or ineffective norms; complexity of perception and uncertainty of legal norms; lack of consistency in legal regulation and inadequacy of legal regulation to changing social relations.

For the purposes of the analysis, a theoretical and methodological basis has been created for the improvement and sustainable development of the national legal system and forecasting the consequences of the implementation of regulatory acts.
