Client: National Association of Municipalities in the Republic of Bulgaria

A complete new model of the organizational structure of the Association has been produced: the organization of the teams, the system of positions, the payment model, the optimized administrative organization – the core team and the other structural units.

Improved work processes have been designed that increase the effectiveness and efficiency of the organization and increase the effectiveness in human resources management. In connection with the expanding role of the Association, its participation in consultative processes for policy formulation and decision-making at national and European level and coordination of this participation and the need for extremely diverse expertise and specific skills, amendments and supplements to the Regulations on the structure and activities of the National Association of Municipalities in the Republic of Bulgaria have also been proposed.

Given the organization of the Association’s work on a project basis, it is proposed to create a special unit, a `local policy laboratory`, which would generate ideas for solving specific local problems and the capacity to formulate project ideas.
