Client: National Culture Fund

A draft Law amending and supplementing the Law on the Protection and Development of Culture has been developed, proposing a comprehensive reform of the regulatory framework related to the institutional organization and activities of the National Culture Fund. The project takes into account the need to increase the effectiveness, efficiency and expediency of the Fund’s work, its increased role as a tool for implementing the policy to support the cultural and creative industries sector, and the current challenges related to the implementation of the measures to support this sector, provided for in the NLP.

Improving the status of the NFC includes an improved management model through effective deconcentration of the powers of the Minister of Culture regarding the mechanisms for targeted financing of cultural organizations while strengthening the strategic role of the Management Board and introducing a program principle for competitions, including linking the financial planning of the NFC to the program budgeting of the Ministry of Culture.
