An objective comprehensive preliminary impact assessment of the national framework for ensuring the implementation of the Data Management Act and the Data Act has been carried out, which examines the possible approaches to ensure the implementation of the requirements of the two regulations in the field of data. The likely economic, financial, social and other consequences of the implementation of each of the possible approaches have been examined and analysed. For this purpose, public consultations have been carried out and a summary assessment of the opinions expressed has been carried out.

An analysis of the possibilities for introducing measures for the implementation of the two regulations in the field of data has been made. The existing regulatory and institutional environment of public relations related to data has been examined and a review of the strategic framework in the field of data management has been made, including strategic documents at the EU level and national strategic documents.

The regulations introduced by the Regulations, the requirements they introduce, their compliance and coordination with the existing national framework in this area of ​​public relations are examined. Possible approaches for introducing measures for minimal legislative intervention, intensive intervention through optimization of existing legislation or development of new legislation, codification of legislation in the field of data or another suitable option are presented.
