Comprehensive ex-ante impact assessment in relation to the regulation of key economic sectors

A study of co-regulation and self-regulation practices in European Union countries and a review of existing practices for assigning (transferring) the administration of regulatory regimes to entities that are not part of the administrative system were conducted. The review also includes the implementation of co-regulation and/or self-regulation mechanisms in specific economic sectors/activities. The main result of the project is the developed Concept for the Implementation of Alternative Approaches to Regulation of Key Economic Sectors, which outlines a framework for a more consistent use of alternative regulatory approaches in the regulation of economic activities, ensuring a high degree of engagement of economic operators and their organizations in the protection and guaranteeing of public interests and the achievement of specific regulatory goals.
Alternative regulatory approaches have been proposed, such as:
- assignment of public regulatory functions to legal entities that are not part of the administrative system;
- recognition and/or promotion of mechanisms for co-regulation by economic operators;
- promoting the implementation of self-regulatory instruments developed and administered by organizations of economic entities.
