Client: National Association of Municipalities in the Republic of Bulgaria

The results include systematization of the legally assigned rights and obligations of the mayor of the municipality and the municipal council; developed sample models for an optimized administrative structure of seven groups of municipalities; identified activities for which the `shared activities` model can be applied by several municipalities and good practices; determined current and future risks affecting the administrative structures by groups and proposals for relevant regulatory changes.

A system of indicators has been defined that serve as a basis for classification into at least 5 groups of municipalities that have similar problems and factors affecting the structure of the respective municipal administration.

A principle model for the organization of municipal administration has been built and opportunities for optimizing and developing the organizational model have been formulated.
