Assessment of the organizational model of the central government administration
Client: Administration of the Council of Ministers of Republic of Bulgaria
A comprehensive review of the central government administration organizational model and assessment of its compliance with the model set out in the Public Administration Act, proposal for increasing the effectiveness and efficiency of government policies by consolidating the administrative system’s organizational model ensuring consistency, coherence, sustainability and high level of transparency of the activities of the managers and employees in the administration.
- The study covered 503 structures including:
- 18 main structures of the executive branch
- 17 ministries and the Administration of the Council of Ministers
- 150 central administrative structures
- 28 district administrations
- 195 specialized territorial administrations
- 112 extraterritorial services.
The methodology includes a classification of the functions in the administrative system and policy mapping. The analysis examines the institutional and organizational solutions for each of the identified policy areas.
Individual factsheets are prepared for 105 central administrative structures, which contain information on each individual structure and the proposed options for bringing its role and competences in line with the current and updated model for organizational of the administrative system of Bulgaria.
