Client: National Culture Fund

A need for legislative change in the legal framework governing the activities of the National Culture Fund has been identified in the Law on the Protection and Development of Culture, in order to reform its budgetary status with a view to reforming public investments for state policies.

An analysis and impact assessment of the current legislation on NFCs and related European legislation have been carried out and a draft law has been prepared to amend the LLRC in its part relating to NFCs. The legislative change will increase the effectiveness, efficiency and relevance of NFCs’ actions in view of the current challenges, needs and expectations in the cultural and creative industries sector.

The planned reforms increase the quality of work and administrative capacity of the NFC for increased transparency of public spending on culture; guarantee better strategic planning of the activities and transparency of the NFC’s management; have a direct impact on the competitiveness of the cultural and creative industries on the Bulgarian and European markets.
