Contracting Authority: Administration of the Council of Ministers

Tools and capacity have been created in the administration for interaction with civil society by updating the procedures and standards for conducting public consultations, including a standard for analyzing the results of a public consultation, a standard for feedback to participants, and a standard for evaluating the consultation.

Innovative forms of civic participation have been proposed, such as the Delphi survey (a method for attracting thematic expertise from representatives of the civic sector; the method of civic engagement (`crowdsourcing` as a voluntary contribution and practice of open innovation for generating new ideas) and the method of civic IT support (civic hacking).
